Dr. Raul Banias, current provincial administrator of Iloilo, has arrogated unto himself the role as chief law enforcer of the province. He has directed the Philippine National Police (PNP) to enforce an old municipal ordinance to apprehend nylon shell divers holding licenses from the LGU by virtue of a new ordinance allowing their activity. He says he wants to protect the marine resources of the town where he used to be municipal mayor. Could his motives really be noble?
